    Yes, you have full control over the file attributes with CREATE
    DATABASE. For Example

    CREATE DATABASE MyDatabase
    ON(
    NAME='MyDatabase_Data1',
    FILENAME='E:\DataFiles\MyDatabase_Data.mdf',
    SIZE=10MB,
    FILEGROWTH=1MB,
    MAXSIZE=UNLIMITED)
    LOG ON(
    NAME='MyDatabase_Log',
    FILENAME='F:\LogFiles:\MyDatabase_Log.ldf',
    SIZE=2MB,
    FILEGROWTH=1MB,
    MAXSIZE=UNLIMITED)

    Yes you can specify the size of a database data file and logfile using the
    "SIZE =" parameter as in the below example:

    CREATE DATABASE [testdb] ON (NAME = 'testdb_Data', FILENAME = 'C:\Program
    Files\Microsoft SQL Server\MSSQL\data\testdb_Data.MDF' , SIZE = 2,
    FILEGROWTH = 10%) LOG ON (NAME = N'testdb_Log', FILENAME = 'C:\Program
    Files\Microsoft SQL Server\MSSQL\data\testdb_Log.LDF' , SIZE = 4, FILEGROWTH
    = 10%)
    COLLATE SQL_Latin1_General_CP1_CI_AS
    GO
