    Kuen,

    Use the selection marquee tool, rectangular. Draw your selection. Then
    Edit / Stroke. Choose the red color you want, select the thickness, click
    on Ok.

    All so check the tool bar up top and make sure your not set to do a fill when you draw the rectangle,

    Or draw a path, you can control the stroke better, as it uses the current brush settings etc.
