    Try:

    ....CAST(SUM(time_duration / 60 / 60) AS decimal(4, 1)) AS hrs

    What you have written is not a VIEW, It's a SELECT statement. A VIEW is a
    databse object that encapsulates a SELECT statement.
    You can remove the 'TOP 100 PERCENT' clause from your select statement and
    simply 'SELECT myval,.....'
