Default Creating master page where global items arearranged ABOVE local items

When you create a mater page, obviously all the items are arranged below anything on the individual pages.

Is there a way of creating a master page, where some items are on top of what ever is on the individual pages? I went to put a logo and header onto each page, but on top of a full page graphic. If using the master page, the full page graphic will cover it up. The only way I can do it is to have exactly the same header on each and every page, which is a bugger if you need to change them, as you have to go into each page to make alterations.

    Hope that's clear...?

Summary: Can master pages have items that appear ON TOP of local items?

Yes. That's what layers are for (at least, that's one of their uses).

Make new layers in the Layers palette and distribute your items among them. What you say about items on masters vs. items on live pages is true on each layer.
