A good place to get started, so you can begin to wrap your head around some of the concepts and expressions used to manipulate pixels can be found in this FilterFactory tutorial <http://www.creativemac.com/2002/02_feb/tutorials/cmfilterfactorycomplete.htm>. It's written in regards to Macs but virtually all of the concepts—up until the section on the creation of custom interface design for your filters—is applicable to Windows development as well.
Buckle your geek belt, good filters are NOT a walk in the programming park.
