crossdomain.xml - Macromedia Flash Data Integration

Not sure where to post so please move if best elsewhere... SCENARIO: sensitive secure data being called from flash that is being hosted on DoubleClick adservers and being called from domains that are in a media plan so let's say chicagotribune.com, cnn.com, etc. does the crossdoomain policy have to only include DoubleClick or does nit need to iinclude the hundreds of purchased media spots? -in other words- crossdomain is for the server hosting or the url from where the call is originating for the data stored on the server?...

    Default crossdomain.xml

    I have the following problem:

    swf file is located at [url]www.server_source.com/source.swf[/url]

    html file which embeds swf file is located on [url]www.server_target.com/index.html[/url]

    xml file which is used by the swf file is located on
    [url]www.server_source.com/source.xml[/url]

    Should I:

    a: place crossdomain.xml on [url]www.server_source.com[/url], allowing access to
    server_target.com?
    b: place crossdomain.xml on [url]www.server_target.com[/url], allowing access to
    server_source.com?
    c: do both?
    d: do something else?

    My crossdomain.xml file looks like this:

    <?xml version="1.0">
    <cross-domain-policy>
    <allow-access-from domain="*.server_x.com"/>
    </cross-domain-policy>

    From Flash Help:
    "Policy files must be named crossdomain.xml, and can reside either at the root
    directory or in another directory on the server that is serving the data with
    some additional ActionScript"

    Default crossdomain.xml

    Is there any magic required to get the the crossdomain.xml file
    recognized?
    I have put it in the base of the website (i.e. [url]www.primaryaccess.org[/url]),
    but it appears to still be blocking alien sites from XML load...
