exporting to all variations imagineable and writing .ps file and creating thru Distiller gets same problem

Have you checked your default settings on the Security panel of your PDF Export dialogs?

I don't believe this is the solution, Dave. As of security settings, you can
disallow print, changes, copy/extraction and comments, but the transfer of
the file via mail or FTP? I would suggest that Jason should contact the
manufacturer of the CMS and ask him what the CMS is testing the file for,
how it decides the file is encrypted or not. To prevent me from sending a
file the file itself have to hook itself to the filesystem so that it
appears unreadable, which is something I didn't believe.

This could be, but without knowing what the CMS is checking for upon mail
preparation, this all is like fortune-telling... ;-)

A quick way of testing this could be to make a PDF with no type in it - and
no page information - and see if that fails.

The Security panel also has an Encryption setting. That's the one I was thinking about.
