customizing insert bar in DW 8

I am trying to customize the insert bar in DW8. I have editted the
insertbar.xml file, but no changes seem to "take". In fact, I can delete the
insertbar.xml file entirely, quit and restart DW8, and the insert bar appears
just as before!

This seems impossible! Where can DW8 be picking up the info for the insert
bar if I have deleted the insertbar.xml file?

(DW8/Mac OS 10.4.1)

Thank you. It would be nice if this were more obviously stated somewhere...

Now, in reading the document referenced, it did say one could edit the files
in the Application/Configurations folder, but that "wasn't recommended". I'd
say it isn't recommended because it doesn't seem to work!
