Default Cutting a piece of an image out? Not sure?

I have an image that is 640x480, I am trying to cut a circle piece out of that image so when I use it in another program a video is seen through that circle. Everytime that I export the image, the circle is filled in, I have my canvas set as transparent, thats all I thought I needed to do, then just cut that section out of the image. I know this is probably a relatively easy question but all I normally am doing is learning how to script for CF, I'm not an artist... :). Oh and I am exporting the image as jpeg, because the program I am using the image in only supports jpegs. Thanks for the help in advance.

That's the problem right there. The JPEG format has no support for
    transparency.
