Data Collection
I need to have a client fill out a form for a table reservation for a
swap meet and send me the information or accumulate it in a file for
me to down load.
I can do this in FrontPage, can I do it in Publisher?

Publisher has form templates that can be used or you can use form controls
to create a custom form.
Pub uses the same form controls as FP. Pub uses FP server extensions on the
server for form processing same as FP. You must upload the site files in
http same as in FP.

I cannot find anything that allows data collection there with
Publisher.
Maybe I should have said "Guest Book"? It would serve the purpose.

You go to Insert, Form, controls to build a custom form.
Publisher does not have a Guest Book feature.
