Which type of error occured at what time....

There's no code really. It started out trying to follow this tutorial:

At the last step of the Data Connection Wizard, if I have the Create "Get
Data" Button box checked, I get this error:

I thought it might be something to do with the tutorial so I've tried with a
couple other sources and have had the same problem.

I tried it, but still giving me the same error message you're getting.

I've finally fixed it thanks to the link provided by Andy. (thanks)

It took a few hours of installing, uninstalling, and trying things in
different orders but the error is gone.

It doesn't work as stated in the fix in that link but here's what I did:

Install Flash 8
Install data connection wizard
Run Flash 8 installation again
Choose "Repair"
When the process is complete the wizard should work properly.
