Look in the bottom right-hand corner of the Character Map: with the
a-ring glyph (å) selected it should read "Keystroke: Alt+0229". So in
order to access the character, place the cursor in a text box, hold down
the Alt key and type "0229" on your numeric keypad (on the top row of
the main keyboard). That should work in any Windows application.
