Disabling CFM processing for a directory

At our University, we have CF Enterprise 6.1. We have personal and
organizational pages on the same server as our business apps. We have used
Sandbox security to isolate the two, but would like to disable CFM processing
for all of this 'unofficial' pages.

I thought we could do it via sandbox security, but I discovered that only
applies when additional pages are accessed from within the CFM. Is there away
to do what we want?
