it's at the top of the filters menu in 7. if you have too many filters, they scroll off... look for an arrow near the top of the list or increase your screen res. so you can see them all.

I'm still in 6 and no I've systymatically gone through every filter- not there. My job has an educational version of 7 and they has even fewer filters that I have.
Any other ideas?

the edu version is exactly the same as the full version except for the splash screen and the license. (I had an edu version of 6 as my first full ps version).
In 6 the liquify filter may have been in the edit menu. I'll have to double check when I get home as I don't have 6 loaded here.
