Display scrollbars in Page with frames

I have two frames one at the top and one at the left of my screen. I have
scrollbars in each of those frames but not in the whole page that should
normally appear at the right and bottom of the page.

Please can you help me to reveal them.

I do not really follow you question. Scrollbars in frames appear if

1) You have selected that they are on, or Auto in the frameset (which is the
default anyway)
2) They are needed (ie the page being shown is wider or taller than the
viewing space).
