    What program makes "dmg'' files and what program is used to open such
    "dmg" files?

    The MacOS X version of Disk Copy.
     

    To open a .dmg file:

    Step 1: Run MacOS X.
    Step 2: Double-click the .dmg file.

    MacOS X programs are distributed as .dmg files. If you are not running MacOS X,
    don't even bother.

    I seem to recall that the most-recent version of Disk Copy for Mac OS
    9.2.x would open .dmg images. But I don't recall what version of Disk
    Copy that is. If you're on 9.2.x, it might be worthwhile visiting
    Apple's web site or versiontracker to see if you've got the latest
    version.
