In order for you to have fully licensed code, you must install the base
    first.

There are so many possibilities in here that you've not specified...

Did you get the RTCL at FP10 level from the Fixpak website, or did you
get the fixpak itself? The former can be installed on a fresh (no
DB2-v7) machine, while the latter needs v7.2 (or v7.1+FP3) to be
    installed first.

Note that Larry points out licensing - the runtime client is not
licensed, thus that isn't a concern.

This looks like the refresh to me. You can install it on a machine
that has no DB2 on it without installing any other DB2 first.

You are mistaken in the case of the clients. Historically, the clients
were refreshed at each fixpaks level. It seems that is still the case.
I believe that is what the poster means by rtcl -> run-time client.

You are correct. The clients do not have the same license code as the
    servers.
