I have the same issue addressed in FAQ Topics in this link:

LenHewitt "Double-Clicking JPG's doesn't work in PS7" 5/7/02 12:42am </cgi-bin/webx?50@@.ef85de5>

However, this is what's different:

- Windows 98SE.
- The files I am trying to open from the Explorer are scanned TIF files.
- The Registory key listed in the above link is missing from my registory.
- I can open the file from inside PS (File menu --> Open).
- If I drag the file from the Explorer and drop it into PS, I still get the same "New" doc d/box.
- It works fine under W2K PCs in the office.
- I have PS 5 installed on the same WIN98SE machine.

Any ideas? Also, are there different "versions" of TIF files? What TIF format should I when I scan?
