Legally yes, that's correct. What you'd be licensing is the ability to move
the Flash Player installer from one fixed disk to another (by whatever means
you choose).
It's a simple license. Free, too. And automatic. As soon as you submit it
you'll recevieve an approval with a personalize URL to get the necessary bits.

Unless you have Flash IDE installed - if you apply for a license you can download the EXE or MSI and use this to install Flash Player when you are not connected to the internet.

I uninstall the FlashPlayer9 yesterday,because I want to install
FlashPlayer8,but I can't install any one now.There is a warnning that "Error
1721...." when i uninstall Adobe Flash player9 ActiveX.And my browers show a
piece of white instead of FlashMovie now.What should i do ?
