Draft notification mail
Hello,
Contribute sends a notification mail to reviewer when you send a draft to a
user for reviewing. But sends it using UTF-8 encoding, can we change the
default encoding to iso-8859-9 ?

I am not aware of a way to do this. There are no settings in CPS that will
allow this to be configured.
You might be able to hack one of the external resource files to do this but
not sure which it would be.
