Pretty common - when I get it, a reboot seems to fix it.

Well, one clue would be that you're using an imaginary version of Mac OS
X.

Download a utility called 'Dragster':

http://www.ifthensoft.com/

"A simple utility that helps fix the issue of not being able to drag and drop
any icons in the finder or to and from the dock under Jaguar. It also helps the
missing icon issue that will go along with the above problem."

Why? It's a common enough problem in Jaguar.

http://docs.info.apple.com/article.html?artnum=107247&sessionID=anonymous%7C5 289
575&kbhost=kbase.info.apple.com%3a80%2f

Symptom
You cannot use the drag-and-drop feature of the Finder or another
application; you cannot drag items within Finder windows or the desktop.

Products affected
Mac OS X 10.2 or later

Solution
1. Restart the computer.
2. Update to Mac OS X 10.2.2 or later for improved reliability.

I have seen the problem with 10.2.6, though. There is a utility called
'Dragster' that remedies the problem. It's apparently due to some corrupted
DS_Store files.

Or Google on this:
drag drop 10.2 group:comp.sys.mac.system
(constrain the date to the last 12 months or so)

Here's another one, talking about the WM bugs and D&D:

It's a symptom that the Mac OS X core services daemon has crashed. I
would wonder about the condition of a system where it's common; I've
seen it once in the two years since I finally switched to Mac OS X.

I've had this exact problem when i first got my 1st G4 on Jaguar.
Unplugging and replugging the mouse always fixed the issue for me. I was
also using the logitech wireless keyboard/mouse. Maybe this has something to
do with? I haven't experienced this issue on my 'frankenmac', and haven't
experienced it on my 1st G4 in months now.
