Dreamweaver MX - jump menu problems

Hello all, I have done a lot of searching and reading of my Dreamweaver MX
Bible, and still cannot find an anwer to this question. I have created jump
menus many times in the past and I thought that it was possible to make a jump
menu a library item. After I had problems I did a google search and I have
found documentation that says it is indeed possible. However, this is the
problem that I have:

I am trying to create a jump menu on my home page with about 30 items. I find
a table cell that I want to locate it, then I go to Insert->Form Objects->Jump
Menu. The Menu dialog box pops up and I enter the information manually of where
I want each link to go to (initially I had copied and pasted a bunch of option
values from another jump menu but that didn't work so I typed them all in
manually). I also select "Insert Go Button After Menu". In order to get the Go
button to work, I select the pull down menu and go to behaviors, then nix the
behavior associated with it. I then click on the Go button to make sure that it
still has a behavior assigned. It does. I preview in IE and or Firefox, and the
jump menu works.

I then click on the Form tag and then add it to my Library. I create a new
HTML page and drag the library item into the Body, and when I preview, it
doesn't work! In IE I get an error saying "Object Expected". I look back at the
code and the code has changed! The button tag looses the onClick behavior. If I
retype in the behavior in the HTML code, I get an error saying "This action can
only be used if the document or current document frame contains a jump menu". I
also get an error that says "Error: Dreamweaver could not find the originally
chosen Jump Menu in the current document. This error could occur if the menu
has been moved, renamed, or deleted."

I have tried this on a few different machines to ensure that I didn't have a
corrupt Dreamweaver installation. I also downloaded MX 2004 and it had the same
problem, so obviously I am doing something intrinsically wrong. I really hope
that having some fresh eyes and minds can help me clear up the problem. I am at
my wits end.
