Dreamweaver v8 Layers

Hi Everyone,
This may have been posted before, but I have a problem with dreamweaver v8 and
layers. When I try and draw a layer on a normal html page, it does not allow me
to pick it up and drag it. It keeps going to the top of the page, like form
object and in the css panel it say's layer 1, but not in the layers panel. Is
it something I can turn on or off. On another machine it works fine, just like
dw 2004 MX. Any help would be appreciated.
