Default Dreamweaver Validation and INS & DEL elements

I am managing a website coded to HTML 4.01 transitional. When I run
Dreamweaver's validation tool, it returns an error when it finds INS or DEL
elements within a P element. The Dreamweaver validation description reads,
"The tag:"ins" is not allowed within: "p" It is only allowed within: .[HTML
4.0]". As I read section 9.4 of the HTML 4 spec, INS and DEL may be used as
block-level or inline elements. My page validates when I run the W3C validator
on it. Am I missing something, or is there a problem with the Dreamweaver
    validator?
