duplicate message from my asp page

Hi..
Ok how could I create an insert pages that whenever it found any duplicate ID
like car registration number, DW page will prompt me an error message custom by
me, currently when I insert the duplicate id in my insert pages, IE will route
me to error pages with error as below

Error Type:
Microsoft OLE DB Provider for ODBC Drivers (0x80040E14)
[Microsoft][ODBC SQL Server Driver][SQL Server]Violation of PRIMARY KEY
constraint 'PK_Car_Plate'. Cannot insert duplicate key in object 'Car_Plate'.

Use the "Check New Username" behavior. You can check any field which cannot
be duplicated, not just usernames. It's under the "User Authentication"
menu in the server behaviors panel.
