DW8, FL8, Contribute 3 & Design-time layers

    Default DW8, FL8, Contribute 3 & Design-time layers

    I am trying to construct a template in Dreamweaver 8 that contains a CSS layer
    which, in turn, contains a flash 8 movie. This movie will act as my drop-down
    menu. The flash movie is set to transparent and the overflow is visible (so
    that content underneath will be obsured by the menu).
    The problem I am having is that when the client goes to edit the HTML pages
    (based on this template) the layer containing the drop-down is obscuring the
    content (which contains editable regions) and preventing editing.
    I understand that one way to solve this problem is to make the CSS layer
    containing the flash movie hidden using a Dreamweaver "design-time" stylesheet.
    However, I cannot seem to get it right. Whatever I do the layer is either
    hidden (and therefore no drop-down menu) or visible and still obscuring content.
    Does anyone know how to address this problem?

    Your menu is in the Flash? Have you accommodated people who don't have the
    Flash plugin, or spiders that cannot parse the links from the Flash?
    Generally speaking, Flash navigation is a bad approach unless you have a
    compelling reason to do so.

    Well, its either that or use the (extremely flaky) Javascript drop-down menu
    that comes with Dreamweaver.
    The code is a mile long with the JScript menu making the pages load very
    slowly.
    Well, I was advised (by MM) to use design-time to hide the layer containing
    the flash menu in Contribute. But I cant get it to work.

    Why not use one of the very solid other choices that you have - e.g.,
