I think i have found the solution to this.
There is a a file called ccSentPublished1.xml that is located in
C:\Documents and Settings\<user name>\Local Settings\Application
Data\Macromedia\Contribute 3\Configuration
Find the line that refers to the file that wont edit and change where it says
"work_in_progress" to "published_WIP"
Start contribute and it should work fine.

I've got a client who is having this problem in C3 on two different computers
and Mike_cjo's fix didn't work for them. I tried a new connection key, I tried
reinstalling Contribute, didn't help. On two computers in my office everything
works fine but nothing the client has works. It used to work but sometime in
the last week and a half, this came up. Any ideas?

What authentication are you using?
If you using Windows Local/Network, then make sure that the security is all
set up on the back end (the security tab on the folder/page has the correct
permissions, and that the share you are using is set up correctly to have write
access).
I apologize if you already tried this. I know I have fallen in the trap of
assuming that all was well on the server.
