Editing Extensions.txt on VISTA
OS=Vista Home Premium
When I edit Extensions.txt in C:\Program Files\Adobe\..Dreamweaver
CS\configuration and restart Dw my changes don't show.
It appears the real edited Extensions.txt location turns out to be:
C:\Users\[USER]\Local\VirtualStore\Program Files...
This is also the case when logged in as Administrator.
Every user sees their own Extensions.txt, Dw sees none of these?

Re: Editing Extensions.txt on VISTA
Found it:
On vista the user's custom configuration is located in
c:\Users\[USER]\AppData\Roaming\Adobe\Dreamweaver9\Configuration
