Gene,
Try disabling extensions and see if that helps. Go to Program Files\Adobe\Photoshop elements 2\Plug-ins\extensions and put a tilde in front of the extensions folder name (~extensions). Then relaunch the app and see if that clears it up.

I tried Rich's suggestion about disabling extensions by putting a tilde in front of the extensions folder name (~extensions). That did not work. But I tried disableing each folder under the Plug-in Folder. It worked! Then I changed each of those folders back and launched the program each time. Guess what? By the time I have renamed the last folder back and launched Elements the program still worked. Now I really don't know what to think. Can the plug-ins get corrupt and not load properly at the start of Elements? By excluding them through the disabe, and openning the program once without them the error vanishes. Anyone have any thoughts?

Possible, but deleting prefs should clear up the problem if that is the case.
