If the text box is converted to an image by Publisher to support the web it
may generate an alt tag that contains the same text. So best practice is to
design the layout to prevent text boxes from being converted to images.
Meaning you do not layer or overlap the text boxes with other content nor
apply borders, fills, or shadows.
