Default Email Draft Link to Non-User

Hi folks as the CPS admin when I click on the Send for Review button on an
edited page I get a dialog box that allows me to choose between sending an
email to anybody that contains a link to the preview of the page or sending a
message to another user that a draft is available for them to review. However
people with Writer permissions can only email other Contribute users. I need
to give them the ability to get feedback on changes from other people in their
department, but I can't find the setting to open up this capability. Is it
possible to do this? I checked the manual and this group's archive but so far
    I haven't found a solution. TIA

Default Re: Email Draft Link to Non-User

Looks like I'm going to answer my own question. Only users with publishing
rights are allowed to send email links. Why? How could those two things
possibly be linked? I have users I don't want to have publishing rights, but I
do want them to be able to email a draft of a page they are working on to get
feedback from others who are not Contribute users in the organization.

Does anybody know a workaround for this?
