Try to get more helpful diagnostica than just "FAILED".
You can do this by running (in the same directory):
    perl -Mblib t/dom_jp_attr.t
    perl -Mblib t/dom_jp_cdata.t
    etc.

(I'm assuming the test files have a '.t' extension.)

    Thanks for the suggestions.

I'm not sure where I should run that. I did it in the same dir as
where i started the cpan install and got:
    >perl -S t/dom_jp_attr.t
Can't open perl script "t/dom_jp_attr.t": No such file or directory.
Use -S to search $PATH for it.

    Thanks for the suggestions.

When I run that in the same dir as where I tried to run the cpan
install I get the following message:

    # perl -Mblib t/dom_jp_cdata.t
Can't open perl script "t/dom_jp_cdata.t": No such file or directory.
Use -S to search $PATH for it.

    -S doesn't do anything.

    Any ideas?

Oh - I didn't realise you were using CPAN to install it - and since I
    don't use CPAN, I can't really help.

I still do it the old fashioned way - download the source, unpack it to
some directory, cd to that directory and run 'perl Makefile.PL', 'make
test' and 'make install'. Then it's just a matter of running 'perl
-Mblib t/some_test.t' if there's a problem with the 'some_test.t' tests.

First check that those file names actually exist - perhaps my assumption
that they have a '.t' extension was incorrect.
Secondly if you must use the CPAN module find out where it has put the
't' folder (perhaps in some temporary folder).

Sorry - the CPAN module is very good, but I hate it and will resist
using it for as long as I can. The thought of troubleshooting it is just
more than I can bear :-)

    Cheers,
    Rob

    Seems familiar...

    Try adding:

    use encoding 'utf8';

to the offending test scripts and see what happens....(yes, add it just
    after the "use utf8;" lines...)
