How much RAM do you have allocated to Photoshop under Edit|Preferences? Should not be more than 75%

Re: Error Message opening EPS file in Photoshop 6.0
Bill,
try to open the EPS using a very low resolution, e.g. 36dpi.
If this doesn´t work either one can get a little more information by
inspecting the EPS by a text editor. For a 4MB EPS I would expect
some PostScript code and a raster image, coded by bytes.
There is no guarantee that any EPS can be interpreted. Therefore
you may try to apply another program like PageMaker, InDesign
or Illustrator.
Best regards --Gernot
