Exploding Tables in IE not Safari

DW 8 and ImageReady CS on a Mac OS X. Regular old HTML, as near as I know. (I'm
not a code guy, as I may not have to tell you.)

I used slices and ImageReady to create HTML for a page border and menu.
There's a center cell where I put page content. Without content or with small
content, page looks great . But WITH long content, the cells holding the menu
images spreads out the match the length of the content. Happens in IE, not in
Safari.

I've used a repeating background image to let the page border "stretch" to
match the lengthh of the page, which works fine for Safari (and Opera) but
EVERYTHING stretches in IE.

Not the first time I've come across this. In the past I've re-drawn the layout
tables and cells by hand and hand-dragged the images back into place. But there
has to be a better way. Doesn't there?
