Export As JPEG
In CS2 - i have a flat colour:
C0/M100/Y79/K20
After exporting as jpeg and coverting in Photoshop i get no black value so the red is quite saturated.
Why is the black gone?
If you use the same CMYK values in Photoshop convert to RGB and back to CMYK the basic hue and numbers are pretty similar.

When you convert 0-100-79-20 to RGB my colourmanagement settings yield an RGB colour of 164-0-44.
How these numbers get reconverted to CMYK depends entirely on your CMYK-ICC-profile. The amount of black is saved nowhere in the RGB values.
You practically never get the same build of black after going through a three-channel colour-space (RGB or Lab).
Tom's tip to export as PDF and open that in Photoshop is the way to go.

Either way really - PDF or eps - shouldn't make any odds to the colour when you open in PS.
