    They are shim rows. To eliminate them, choose File > HTML Setup and
    click on the Table tab. Choose the Single Table, No Spacers option. As
    long as you have used proper slicing technique your table won't explode
    and your table markup will be nice and lean. "Woe and woe again to him
    who spans rows and columns with his slices. For he shall be cast into
    table hell."

    I did what you said and apparently I have slicing issue you warned about, can you provide some insight. I have two slices on this image, one for a email hyperlink and the other for another page reference.

    Make sure your slices are set up in neat rows and columns, like a
    checkerboard, If they are staggered, like a brick wall, the table will
    not hold together without the shims. That said, I think there's an
    extension or command available that will move the shim rows from the top
    and left sides to the right side and bottom. Unfortunately, I don't
    remember who created it and where you can find it.

    You could try the nested table option.
