EPS is the best format if you'll be printing to a Postscript printer or to
Distiller. What is the intended use for the image?

its intended to be use on the web but when transferring it from Freehand to
Photoshop it seemed to loose quality
i must admit at first i was just copying from Freehand and pasting in
Photoshop..although this procedure may sound unorthadox...would transferring it
to an esp, before importing it to Photoshop, considerably change the quality?

For print export eps, as you mentioned.
For web, use Fireworks if you have it. Otherwise copy & paste (or open eps
or pdf) to Photoshop.
