Open Extension Manager, and use:
File > Submit
Which takes you here:

Hey Randy.
I did find that section yesterday, thank you, but there are no real guidelines
or parameters there or information about whether or not it can be approved. We
do not want to share the extension (it will be useless to anyone not using our
software) we just want it approved by Adobe.

Yeah, I don't see any official statement.
Most importantly, the Adobe Approval process validates that the
extension will install and uninstall without corrupting a Dreamweaver
installation. The main issue is that you do not override any files in
the Configuration folder that are delivered with DW or installed by
another extension.
The Exchange Team also makes sure that the extension installs
successfully. The .mxi file has all of the fields required for
displaying in the Extension Manager and the info is basically correct.
They also run the extension to make sure it does not cause system to
hang (with an infinite loop) or throw JavaScript errors. They also try
to verify that it does what it says it does, but that's really hard to
do verify.
I've had extensions come back because I did not add a help file, but I'm
not sure they are still that strict. :)
