Default extension manager won't install extensions

When I try to install an extension (Extension manager 1.6.062, MX suite 2004,
Mac OS 10.3.8) I can't. The mxp's are all greyed out. Extension manager
previously used to crash upon launch, but I resolved that by deleting the
offending extension. I've since cleared out all extensions across the MX 2004
suite, re-installed Extension manager but I still can't install any extensions.
Any ideas on how to resolve this would be very much appreciated. Thanks

What happens when you double click on a MXP from within your file
manager (that is not from within EM)?
