Extract vector graphics
Hi,
I am wanting to develop a program that will work like Acrobat's Extract all images functionality except it will only look for vector images and export them as such instead of rasterising them as Tiff or JPEG as it currently does.
What would be the best solution for the job here? A plug-in or JavaScript?

You can ONLY do this from a plugin.

sure - assuming you can find a copy of the Acrobat 7 SDK since Adobe no longer supports development around Acrobat 7.

Well going to the Acrobat Developer Centre:

And clicking on downloads gives you the Acrobat 7 SDK and as far back as 5. Although I am sure the documentation might favour Acrobat 9.
