false warning for the blasterworm - Windows Setup, Administration & Security

i received a warning on my screen that said my computer would be shouting down in a few minutes. i tried to get out and it said i can fix the blasterworm by buying this tool for 34.99.is that a hoax?trying to get me to buy something i dont need?i looked on my updates and i have 823980 that was installed aug 5th.how can we stop these pop-ups if that is what is was?...

    Default false warning for the blasterworm

    You could do some startup troubleshooting and knock them out yourself--

    Start > Run: msconfig
    Click on the Startup tab on the far right.
    Uncheck all the items and press OK.
    The system will reboot.
    If the popups are gone, it's one of the apps in your startup group.
    Begin reenabling the things you want running.
    When you get a configuration you like--
    Start > Run: regedit
    Go to the key:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupreg
    Delete the folders underneath and your msconfig will come up in normal mode
    again.
