I disagree with your arguments strongly.

Firstly, not all digital cameras 'deliver' 72 ppi images. Photoshop reads
the EXIF data, and if the Camera provides that Photoshop will respect the
resolution stated there.

Secondly, when re-sizing, I almost always will need to resample since it is
the pixel count that I am concerned about. This is true whether I'm
outputting locally, sending to print or doing web work.

I need the image to have the correct number of pixels for the intended use
at the intended size. Always. Without exception. So should everyone else if
they care about their image quality.

Thirdly, once you have the Image Size d/box open in front of you, checking
one checkbox is hardly arduous, now is it?
