Yes, but it is not pretty.

Make a 2" squared frame with no fill or stroke.

Copy and paste in place so you have two frames.

Fill the top frame with a desired swatch color.

Apply the half the desire feather ammount to the swatch filled frame. (this with feather all 4 sides)

Cut the frame so you are left with the no fill frame, select no fill frame and past into.

Direct select the nested frame, select the lower middle reference point from the transform palette and enlarge the nest frame 200%.

So, at different %'s of enlargement, you will need to adjust the ammount of feather on the initial object.

You can do it in Photoshop, but not InDesign. You could also make a feathered and unfeathered version of the image, then use an opacity mask in Illustrator (don't think you can do that in ID).

Or just cut the unfeathered image a point where the feathering has ceased on
the other image and sit it over the top. I did it with an image where I
wanted severe feathering to blend the background into a solid black. The
subject of the picture was affected by the feathering, so I did a cut out of
an unfeathered version and sat it on top. You need a bit of pateince to line
it up correctly but it's not too hard and it looks quite effective.

    Hi Stephen

Yes, Photoshop is the easiest way...however you can create a vector
shape in Indesign, and place over top, bottom and one side, good when
you have a white or plain coloured background....locking the vector
shape (or grouping with the image) stops you from 'accidentally'
    altering it's alignment......

PS Use your pen tool to create the Vector shape..
