    I don't know, but I'll take a guess! You know how feathers become more and more wispy toward the ends, until they just seem to fade away? It seems to me that's pretty much how feathering works in Elements, but with the ability to control the degree. It's supposed to soften the edges of a selection so you don't get a sudden, jagged edge line. ??? Yes? No? :)
