file and settings transfer Windows XP - windows ME - Windows Networking

does anyone know where I can find the files and settings transfer wizard disk so that I can install it onto one of the computers that runs Windows ME, and then proceed to use the wizard available on the other computer that runs Windows XP. I have a USB serial cable connected in an attempt to get some direct data transfers happening. Any assistance would be greatly appreciated!! Have tried setting the XP computer as both guest and host as I have done the same on the ME computer..am running out of options hence this posting..thankyou...

Run the FAST Wizard on XP, and it will offer to create a floppy disk
    for you.
