    A file is owned by the user that the process that created it is running under.

    This indicates the web server is running as the user 'nobody' (this doesn't
    indicate that the file isn't owned by anyone - 'nobody' will be a username on
    that system used to run processes under low privilege levels).

    But the owner can CHMOD it, that is, change the permissions on it, to make it
    accessible to your user. So you can do this from PHP.
