Default Fill Tool does not work

In my Photoshop 7.01 the fill Command under "Edit" works as expected but the Fill Tool in the Tools set does nothing. This problem has just started. Any Suggestions?

Are you using the same fill color as your background?

What are you trying to fill?

Thanks to YrbkMgr and Chris Cox. YrbkMgr suggested I check the Options bar especially opacity and Chris said to check the blend mode. For some reason, I can't fathom, Opacity was set at 1% and blend to Color Burn. resetting both to 100% and Normal respectively did the trick. Thanks again for taking the time and trouble to help me out.
