I just got the same filter, and extracted it to:
C:\Program Files\Adobe\Photoshop 7.0\Plug-Ins\Filters
It's listed at the bottom of the Filters menu under the authors name Richard Rosenman

Just got back. Had a computer crash due to multiple power line interruptions. Then, I could not log on to Adobe till now.
I did find it, Tony(s). It was at the bottom, but I had to reboot to see it.
