    Honestly, the best solution is to redesign. The pop-ups cannot be made
    to appear over SFW files or across frame borders reliably.

    If you are already using flash, why not make your menu in flash as well?

    Getting elements to appear on top of flash is a bit of a crap shoot. Some
    browsers can do it, most can't.
