    I would go with #2 from Jeff. I would first start it with a letter, stating
    that you have discovered such a "copying" going on. If they still continue,
    you have a better case for a willful violation of copyright. Important --
    send the letter by registered mail :)

    Thanks for the advice.

    After several weeks of trying to find someone with the authority and
    knowledge to stop this copying, we finally have their word that this
    practice will stop very soon. I hope this is true, as it is by far the best
    solution.

    We will, of course, follow up with a letter by registered mail confirming
    the phone conversation.
